"Signal" for execution, no later than March 31, at least 5,000 backlog (from November '13) orders for foreclosures of movable and immovable property for debts exceeding € 30,000 in funds (mainly IKA and OAEE), issued the Centre for the Collection of the Insurance Debts (CCID).

The urgent "signal" sent to bureaus, calls the direct processes for foreclosures issued from November 26th, 2013 up to January 31st, 2014, for debtors of CCID, which was found that have not been executed until today (either delivered or not delivered to the borrowers ).

As outlined in the document, "orders must be completed within two months from the date of receipt by bailiffs" and "services of CCID will be tested in order to meet this deadline", as part of the recovery of accumulated debts (and under the threat of seizures) depends on the achievement of target revenue growth of funds by 764 million euro in 2014, according to the social budget.

Not later than the end of March the 65 biggest Tax Offices of the country, in which they operate and the Judicial Audit Departments, can send electronically to the banks the confiscating documents for their taxpayers who have outstanding debts to the State.

Today, to complete a seizure of deposit required up to three months as the process carried out slowly ... by bailiffs who undertake to deliver the banks the confiscating documents. With the new procedure, the foreclosures for the deposits of the debtors will be completed within 15 days from the time the Tax Offices will send the confiscating document, by email, to the banks.

For fast processing of foreclosures in deposits debtors government created two nodes. The first in General Secretariat for Information Systems (node Ministry of Finance), through which tax office will submit electronic claims attachment, and the second in "Tiresias SA" company, which will forward the requests to all banks.
In each debtor case, tax offices will submit electronically via the website of GSIS a request to the " Tiresias SA " , which will receive and forward automatically and without any processing to the bank to which it is addressed. The bank will immediately create the electronic confirmation of receipt of the confiscating document, which will be time stamped, digitally signed and encrypted. Then the bank will submit an electronic " third person statement" on the node of "Tiresias SA" , which will promote to the node of GSIS, replying if there is money in the accounts of the taxpayer for the issued command seizure. It will also give the documents of debtor's account for at least five days before the date of electronic receipt of confiscating and a day after that.

Since the bank submits a positive statement, meaning there is money in the accounts of the debtor, is required to proceed to the seizure of the amount requested by the tax office, within 10 days from the submission of a positive statement.

In case of return to the Treasury amounts exceed the amount for which the forfeiture imposed, or where the debt has been repaid, the excess shall be refunded to the taxpayer by the Tax Office.
