Kosovo: vital internal report for Eulex disappeared

A vital internal report by an EU prosecutor about suspicions of corruption inside the EULEX rule-of-law mission in Kosovo has disappeared

European parliament-appointed ombudsman Emily O'Reilly, who held an inquiry into the way the graft allegations which caused a scandal last month were handled by EULEX, said that neither the rule-of-law mission in Kosovo nor the EU's European External Action Service had a copy of former prosecutor Maria Bamieh's report about her graft suspicions, which was filed in 2012.

Bamieh alleged that she became suspicious about possible corruption inside EULEX after reading records of phone surveillance in cases that she was investigating, but said that the EU mission initially failed to investigate the allegations she made in the internal report in 2012.
O'Reilly said that it was worrying that this vital document appeared to have disappeared.

"The fact that the 2012 report about irregularities in EULEX can no longer be located is evidently an issue of great concern in itself," she said.
The EU's foreign policy chief, Federica Mogherini, appointed an external legal expert last month to investigate the claims.
Jean Paul Jacqué, a French law professor, will present his preliminary findings to the European parliament in January 2015.
