Responding to MEP Nikos Androulakis' written question about the ramming of a Greek Coast Guard vessel by a Turkish patrol boat on February 12 in the sea surrounding the Imia islets, within Greek waters, Mogherini pointed out "Turkey's obligation to respect international law and good neighbour relations." The incident occurred at the same time as Turkish war ships were carrying out manoeuvres that interfered with the approach of a drilling platform heading for Cyprus' Exclusive Economic Zone.

She asked Turkey to normalise its relations with all EU state-members and reiterated the conclusions of the European Council meeting on March 22, which unequivocally condemned Turkey's illegal actions in the Eastern Mediterranean and the Aegean and expressed its complete solidarity with Greece and Cyprus. She also promised that the European Commission "will continue to closely monitor the situation".
